Meaning of "conflicted with" in this context

Hi~ in the sentence underlined below, what do you think is the meaning of the phrase "conflicted with" in this context?

1. to say/express opposite things

2. happen at the same time as something else

The meaning of number 1 seems to be often seen in the dictionary.

The second meaning also appears, which is not seen as often as the definiton of number 1 but I think seems quite reasonable in this context.

I hope to hear your opinion and thank for your comments.

Funding requirements are often coupled with administrative burdens.
Youth-development funds brought in to pay for extra time bring additional
requirements, including licensing, program monitoring visits, evaluation,
and grant reporting. Some of these conflicted with district requirements.
For example, one ExpandED School used 21st Century Community Learning
Center funds and local after-school funds from the New York City Department
of Youth and Community Development to offer learning activities in the
afternoon. Each grant required program staff to enter participant information
into a separate data system in addition to the school’s system.
