The passage above explains 2 color plates about the New York Public Library. (Upper one is the explanations of the plates. Lower one is the explanations of the origin of the plates.)

I want to ask the meaning of ‘competitive’ in ‘Competitive design’.

In context it seems to mean design that was accepted as winner of eighty-eight submitted. (Am I right?) But dictionary shows no such meaning.

If I’m not right, what does that word mean?

There was what we call a "design competition". Architects drew up plans for the library and presented them to a committee that ultimately picked one to be built. The plans presented were competetive designs.
