Meaning of "communicate a law"

Hello everyone

I have seen the verb "communicate" is used for regulations laws. I would like to be sure about its meaning.

I want to know if the following sentence makes sense?

"The first year of our sample is 2013 because the internal control regulations approved in May 2012, which require the companies to constitute an audit committee, were communicated in February 2013. "

additionally, I am worried about the structure of my sentence.
