Meaning of "C2" and "Formal"

Please someone tell me what is the "A1", "A2", "B1", "B2", "C1" and "C2" level. Secondly, are all of the "C1" and "C2" words formal? Even though, I know if someone's English level is C1 or C2, that means they are fluent in English, I don't have the foggiest about what is a C2 word.
