Meaning of "by' in the context

Given the sentence:

Ron was in a very bad mood by the end of the class.

Does this mean ‘he was in a very bad mood until the class end’? Or was he in a very bad mood at the last part of the class?

In my opinion, that sentence means at the end of the class, we would get the bad mood. "by" usage in this sentence was not passive usage. eg.

In my opinion, that sentence means at the end of the class, we would get the bad mood. "by" usage in this sentence was not passive usage.
eg. Won has to submit the report by 2nd December. It means 2nd December is deadline to submit the report.

When the end of the lesson came, Ron was in a very bad mood.

He was not in a very bad mood at the beginning of the lesson. There is a suggestion that his mood got worse throughout the lesson.
