Meaning of boot

Hi dear friends,

These sentences have made me crazy. please help me in understanding them by answering the following questions:

1. What does "it" refer to in the 1st sentence?

2.What does "boot" mean in the last sentence? Is "the boot is the boot" an expression here or not?

3.What does "administer" mean? manage or strike or something else?

She couldn't say she hadn't seen it coming. And James was certainly gentle, even paternal. But the boot was the boot however it was administered.
