Meaning of "as to be" in a particular sentence

The sentence:

But today, transformed by her white bridal gown and eager virginity, she was so radiant as to be almost beautiful.

--- (that girl wasn't normally regarded pretty, good-looking)

(The sentence is taken from the book The Godfather)

I focus on "as to be almost beautiful"...Isn't it something like "as if she were almost beautiful" in this sentence? Or does "as to" mean "regarding"?

For example, we say

Here the first 'as' is adv. and the second as is conj.
Such is

Some of the commitments seem so vague as to be meaningless.
