meaning of as

Hi all,

Recently I got a feedback from my team research leader (we are doing a project on higher education). The goal, she said, was to identify how university admits students.

"Not worth mentioning. Also, the goal is not necessarily to admit more students as increase the applicant pool and admit higher quality students."

I'm not understanding how she uses "as" here, help please!
