what does "an orderly" mean? Does it mean sequentially; but orderly itself is an adjective and how can it be used with "an"?

Also "is" refers to both "undertaken" and "disposed of". Isn't is?

I meant in the written sentence, that is " If one step is undertaken at a time and disposed of, an orderly, workmanlike process can replace the jumble of worried."
