As you see, the passage above is about a trade card for Liebig’s beef extract. I think I have no problem to understand the literal meaning of this passage. But I cannot figure out why an advertising card for beef extract features a highly fictionalised travelling book merchant.

No reason. I had never heard of these cards before, and now I want them. Apparently, they were issued in sets of six, each set with a theme. The themes had nothing to do with beef, necessarily.
It was used for advertising their products. They invented little stories that were depicted on the cards, like pages in a comic book.
