Meaning of a sentence with multiple conjunctions

Step 1 on a cake mix:
Coat the bottom of a pan with cooking spray or shortening and flour.

This sentence confuses me. Does this mean (cooking spray) or (shortening and flour)?Or does it mean (cooking spray or shortening) and flour?

I have googled this and I can't find the rule to apply to this. I should note that the only punctuation in this sentence was the period at the end.

Any help would be greatly appreciated. Thanks!

Anonymous cooking spray or shortening and flour I think you're supposed to know that some of those sprays have flour in them already and some don't. So you don't add more flour if there's already flour in the spray. In any case, you would follow the directions and/or recommendations on the can of spray.

I think you're supposed to know that some of those sprays have flour in them already and some don't. So you don't add more flour if there's already flour in the spray. In any case, you would follow the directions and/or recommendations on the can of spray. If you don't have spray, you use shortening and flour.

Any person who has ever made baked goods know that the traditional way of preventing your cake or cookies from sticking to the pan is to coat the pan with a thin layer shortening or butter and then dust it with flour

I assume you realize that a comma would solve the problem.
ie Coat the bottom of a pan with cooking spray, or shortening and flour.
