meaning of a sentence

Hi~
I don’t understand the structure and meaning of the last sentence of the paragraph below. What could be the best interpretation of the sentece? It’s confusing to me in two aspects.

1. What is the subject? It or that clause ?
2. Is the phrase of “is emphasized” connected to the phrase of “to future learning and real work experiences” ?
