Does the following context want to say that in the case of Eisenman's memorial, debates were about generally having or not having a memorial, while in the case of Whiteread's memorial, debates were before everything specifically around Whiteread's proposal for the memorial (while these debates might have been a sign of disapproval of having a memorial, like in Eisenman's case)?

Context:

But, I am sure that "at a later stage in proceedings" does not mean "Eisenman’s proposal came later than Whiteread's". I think it means that in the case of Berlin memorial debates existed even before it was decide what (whose proposal) was going to be built as the memorial.
