Meaning of ‘280 million loans’


The passage below is from The Library: A Fragile History by Andrew Pettegree.


The result was a new generation of Médiathèques, often beautifully designed new buildings in the heart of the city, ably repurposed for community need, and anticipating the needs of the developing future. The siting of the new-built libraries demonstrates the amount of civic pride invested in the project: the Médiathèque at La Rochelle looks out towards the harbour, that of Nîmes (looks out) over the city’s Roman remains. Other communities have opted for a sensitive renovation of a classic building; in Aix-en-Provence, for example, a converted match factory. The historic collection, the patrimoine, is not forgotten. Each library has a well-equipped rare book room, often in close proximity to the

children’s library, the music library and the general collection. Here the many ages of the book, and the several generations of the library community, coexist in harmony. Most of all, these libraries are busy, a true and vital reflection of their communities. In 2019, France supported some 16,500 libraries, an increase of 400 over the figure recorded two years earlier. Collectively they supply 280 million loans to an active user community: 76 per cent of French citizens continue to believe that libraries are a useful part of the social fabric. In an age when libraries throughout Europe plan anxiously for a future of ever-diminishing resources, library use in France has increased by 23 per cent in the last fifteen years.


I have a question on the underlined part.

It seems to mean France loans a total 280 million in loans to an active user community. (Am I right?)

But money that was loaned has no unit so you can’t figure out whether the money loaned is Fran or Euro or something else.
