Meaning it's all part of a plan

Hi I'm wondering if any one of you can answer the meaning of

"It's all part of a plan".

Does it mean it's the expected outcome of a certain plan?

Or does it mean it's what it meant to be? Something supposed to happen? Like destiny?

Thanks

The phrase is pretty self-explanatory. It means that whatever the action being carried out, it is NOT something random. It's part of a process.
