meaning for "man a watchtower"

Dear all,

Here is a segment of a news and I don't quite sure of the meaning for "man a watchtower":

Some militia members man a watchtower, and others stand around a vehicle used to block the road leading to the building.

is "man" a verb in this case? does it mean some members are guarding or does it mean they are guarding on the watchtower?
