Meaning for Deferred Period

Dear all,

I don't quite understand the meaning for "then it will simply be deferred for that period of time." in the following paragraph:

"If you failed to meet all of the requirements for your application, it is likely that you could meet those requirements within 12 months then it will simply be deferred for that period of time."

I think they're saying that the decision on your application will be deferred for 12 months if it appears that you have a chance of satisfying all the requirements within that period.
