meaning difference in passive voice?

Hi

What are the differences in meaning between the following passive voice and non passive voice.

1 "The number of graduated students was more than doubled from 2000 to 2002"

2. "The number of graduated students more than doubled from 2000 to 2002"

I agree. I always preach that the passive voice is most often used when

1) the subject is not known

2) the subject is not really important
