Meaning difference

What is the difference between these, as I know the "wish" should be used with a past tense?

I wish he would ask me out.
I wish he asked me out.

Anonymous I wish he asked me out. I find it difficult to accept this construction with a dynamic verb. Either you wish someone would do something or you wish someone had done something.
