Meaning?

Hi, would you please tell me what is the meaning of like a fifteen - year- old in the following text:

There were seven Jeff or Jeffrey Dunlap in the Atlanta area, but only two in the town of Conyers. one was a schoolteacher whose wife sounded like a fifteen- year- old. The other was a retired city bus driver who said he had never been to Mobile.

Is it an idiom ? and if it is not what is its meaning and relation in this context.

anonymous(his) wife sounded like a fifteen-year-old.

Judging by her voice, she seemed much younger than she really was.


I personally know a woman with a very high child-like voice who is sometimes asked when she answers the phone, "Could I please talk to your mommy?" She is not amused.
