Hi, what is the meaning of " you can bet it's being used " in the following text:
" Is the nursing home in the business of selling pills?"
"Not really. The drugs and their prices are tightly regulated. But if one is approved, you can bet it's being used."
The literal meaning is clear to me, what I don't understand is the relation between the approval and it's being used. Does it mean that after the approval it becomes clear that it has already been used ?Thanks

Of course, they could not use it if it hadn't been approved, so this is a sly way of saying that they make every effort to make money from their patients by using drugs on them.
