Hi,

Would you please be kind enough to tell me what is the meaning of fenced and padlocked in the following text?

Fifteen million dollars (verdict) against the owner of a swimming pool that was fenced and padlocked.

Is fencing and padlocking an issue? Or the jury has ordered the swimming pool be fenced and padlocked in addition to the fifteen million dollars?
