Hi,

What is the meaning of" ugly step toward the gutter" and "Once on that course, it would not and could not turn back" in the following text?

After Labor Day, with election two months away and homestretch at hand, Fisk's campaign took its first ugly step toward the gutter. Once on that course, it would not and could not turn back.
