Meaning?

Hi,

Will you please tell me what is the meaning of the "fire walls" and " the fall" in the following text?

"My name cannot be at risk, " he said sternly.

"It's impossible. We have fire walls everywhere. If one of our operatives gets out of the line, does something wrong, we make sure another guy takes the fall...…."

A similar expression is "to frame someone", which means to make it appear as though an innocent person has committed a crime, perhaps by planting false evidence or by committing the crime in such a way that it appears the innocent person did it. "If one of our operatives gets out of the line, does something wrong, we frame some other guy for it …."
