What is the meaning of "that's partly why we're here in the following text?
"Great to see you, Alex. You all recovered I trust?"
"Yes , sir, thank you, sir. "
"I can never express how grateful I am for what you did for me back then. "
"Well, Mr. President That's partly why we're here."
Please note that the literal meaning of the text is clear for me . What I don't understand is whether Alex in his second statement or the last part of the text is asking a reciprocation for what he had done earlier for the President?

Thanks a lot for your reply. You are absolutely right. I think the word " here" was misleading me, but still I don't understand the meaning of the word "partly" in the text. Is it or the whole statement an idiom? your further comment would be highly appreciated.
What I don't understand is whether Alex in his second statement or the last part of the text is asking a reciprocation for what he had done earlier for the President? Yes, it could be interpreted that way. The context probably would make it clear.
