Meaning

I came across this sentence in an article and I couldn't figure out its meaning ( especially" if it ever does") . Can anyone explain?

"But even they admit it may be years before prefab becomes the most popular way to build a home – if it ever does."

The writer is expressing scepticism.

Consider this simpler example. Iit may be years before Germany wins the World Cup again, if they ever do.
