Meaning?

Hi,

What are the meaning of the following words and expressions:

WHAM, BAM, Ti Legliz, the 10th department, and the red Balloon Collective in the following text;

Tense meetings followed, and some Haitian groups ultimately walked away, but the majority joined a collective statement that "many" refugees in Bulkely had HIV or AIDS. The result was the Emergency Coalition to Shut Down Guantanamo, uniting two dozen New York groups that, listed together, sounded like a pop festival lineup: WHAM!, BAM!, Ti Legaliz, the 10th department, and the Red Balloon collective.

They are the names of some of the New York groups (groups of activists, I imagine). Without specific knowledge of the groups, it is not obvious why they chose to name themselves that way.

Thanks for the reply. I highly appreciate, then what is the meaning of sounded like a pop festival line up, and why Ti legaliz is written in italic font? I will be very grateful to have further remarks.
