Hi, What is the meaning of" you can't assume there's a connection between the placement people and the Justice lawyers working on Haiti" in the following text?

Thanks for your reply. You are right. the word " connection" in the first line of the text and before the phrase "for legal adviser" should be changed to contention. Thanks
