Meaning

_______ hard work is important, so is spending time with family and friends.
A. Since
B. Likewise
C. In spite

I have not yet had the correct answer. I chose D but the meaning of the sentence is not clear to me. What choice is best?
By the way, can 'likewise' and 'so' come in one sentence? And can 'likewise' come in the begining of a sentence?
