This is apparently an exclamation - like "oh heck!" or "oh shoot!" or "**** it!" - the speaker interrupts what he's saying and exclaims this in disgust and then continues on. The speaker says "...I'll tell you what's the matter...refrain from carrying on like - **** it! - I wonder if your eyes..."

I would assume "arum" represents the sound of the speaker clearing his throat.
