I agree with Michael that this is quite difficult slang, so I'm only making an alternative suggestion. I hope to get the book soon and then I may have a different view

From a different region and era, I'd associate top water fishing with trying to attract fish that are prized for the difficulty in catching them. It's an upper class sport and is aimed at impressing people rat
