When ‘would’ is used, it is usually a conditional statement, such as “When the police are called to a murder scene and it is unclear who is the murderer, the entire family ‘would be detained’.” ‘Detained’ means generally ‘kept behind’ or ‘questioned’ or ‘asked not to leave’.
