I think it means to reprogramme the brain, to change the settings, to change the connections; basically, to change the wiring circuits of the brain, as an electrician would do to a normal, visible circuit in our house. It already has all the capabilities that would make it similar to the Internet; all it would need would be a man-made adaptation of it.
