Please help me with the meaning of this.

Context: A report finding on people in charge of crime control did not act swiftly in a case involving girl child abuse

There was a failure to recognize their ability to resist abuse had been eroded by grooming escalating to violent control.

My understanding of it : Girls were thought to have necessary power to resist abuse and the fact that they were being overpowered by growing violence of those who abuse them was not recognized.
