Meaning?

Hi.

I suppose it should say bond , not pond . Is that the part that's confusing you? Everything else seems to be using words in their usual dictionary senses.

Power and liberty are two principles that must be reconciled (the more power the state has, the less liberty, potentially, is afforded to the citizens; at least, I assume that is what it is referring to). The clauses of the constitution decide how this is to be done.
