Meaning?

Hi everybody,
What is the meaning of to be more forgiving than the big outfits?
The whole para reads as follows:
"Small -scale shops, usually only a single shift crew and a foreman.
Doesn't pay as well as the big shops and you get no health insurance.
But if you have failed enough drug tests the dog holes(mines) tend to be more forgiving than the outfits.Nice fallback."

Thanks for the reply and reminding me of the typing mistake.Based on the reply provided can I take it that the dog holes means the small companies.and perhaps the small-scale shops?

As far as I can tell, "dog holes" is a derogatory name for small mines. As far as I can tell, "small-scale shops" also refers to small mining operations.
