Meaning?

Hi everybody,
What is the meaning of the following:
He'd narrowly avoided the "WMDs that never were" fiasco and then spend six years in Middle East.
Is the word " fiasco "referring to WMDs? And if so why WMDs weren't fiasco, Because Weapons of Mass Destruction are always fiasco.

The fiasco is that the WMDs were claimed to exist but not found. They "never were", i.e. never existed.
