Straps are fixed to the ceilings of metro (subway) cars. When there are not enough seats due to crowding, people stand up in buses and subway cars, and hang (hold) onto the straps so they don't fall down.
Also the platforms (the place in the station where people stand to wait for a train or bus) are crowded.
