The phrase is so little used, that there were only a couple of choices. As enoon says, it is very old style writing.
Please give the context when you ask for a paraphrase or explanation. But that is probably a vain counsel of perfection.

I didn't know when I first answered that "counsel of perfection" has a meaning in Christian theology, as in Matthew 19:21, " Jesus said unto him, If thou wilt be perfect, go and sell that thou hast, and give to the poor, and thou shalt have treasure in heaven: and come and follow me." The writer was making a little joke, a joke completely lost on the average twenty-first century reader.
