I want to know what the meaning of "correctional pen" in the following text is. (This text extracted from Atwood's story "i'm statved for you".

“Most likely Max once worked as a bodyguard for some depraved, black-jacketed, gold-chained, coke-pushing, girl-enslaving money lord in his life before Positron. He might even be a kingpin criminal himself—one of the original eye-gouging, kneecapping inhabitants of Positron when it was still a mere state correctional pen.”
