Meaning

Hi preceptors, I would like to know whether "district-level officers are exempted or not" from the following government order:

"...........officers up to district-level are not exempted from paying IT.

I interpret it this way:

"...........officers of district-level and above are exempted from paying IT.

If they said this:
"...........officers up to and including district-level are not exempted from paying IT.
It sould mean this:
"...........officers at district-level are not exempted from paying IT.

I would say they are not exempted, but it's not absolutely clear.
If it's a matter of importance, I would ask for clarification.
