Hi' what is the meaning of piece of paper at the bottom line of your life in the following text?

Guantanamo just didn't get that much attention because we were dealing with a million other crises. It's just like life -that critically important piece of paper at the bottom of your life - you're dealing with so many important things that not every issue gets the care and feeding it deserves.
