I heard this in a movie

Is 'mean the difference' natural or should it be 'make the difference' or just 'is the difference'

'Can mean' is one option there; 'can make' is another, but it carries a sense of conscious choice; 'can be' is a third option. 'Is' would carry a different meaning, one of certainty.
