With the usage of 'mean', there's no 'to be''

If you mean me no harm
I meant no disrespect

Is 'I don't mean disrespect' correct? or should I add 'I don't mean to disrespect?

1. Is ' you mean me no harm' = 'You don't mean to harm me'?
2. Is 'You mean me no disrespect' correct?
3. In 'I meant no disrespect', does it imply 'I meant no disrespect to you'?
