Mealy

If someone calls a boiled potato mealy, does he/she like it? Does the word 'mealy' have a positive connotation, or a negative connotation? Also, could you call watermelon which is not juicy at all mealy?

The word 'mealy' mostly means resembling/made up of meal in look & texture.
