Meaing of this "effective"

Hi,

I'm translating a webpage from delt and part of it reads,

Seasonal operation, closed for Winter 0000-00 effective September 00, 0000

Specitic dates will fill up these 0000 but I don't know what this effective means. Does it mean, open from or something? Do they open today? Please rephrase the underlined part.
