Vocabulary

me never win

Hello,

ifa person says "me never win" , is this just bad grammar, because this person does not know it better or is there any deeper meaning of it?

Thank you so much for helping.

It's just bad grammar. A native speaker might say that in imitation of a little child, a foreigner, Tarzan, or a caveman.
