Hi teachers,

Excerpts:

Maybe not, but there are now signs that rather than making the Scots doubt their move, the international mudslinging may have the paradoxical effect of stiffening Scottish spines.

Does it mean 1 or 2?

1. True, the decision maybe not done in the name of Scotland as Annabel Goldie said.

2. This statement - "the decision to [...] was not done in the name of Scotland" - may not be true.
