Matter of ?

Hello everyone. I need help about the use of 'matter of + noun'. Even though I see it every day. For example;

Matter of opinion
Matter of fact

Those are the words I know, but there are plenty of more. What I'd like to know is how to use it? When can I say i.e ' matter of importance'?
