Marveling

I have looked up to meaning of marveling however I still can't understand what these sentences means.


So does Iran have a hand in the tumult, or is it simply marveling in the chaos?


For all the tumult away from the field, there has been plenty of upheaval on it. (What is "for all the tumult away from the field" ? )

marvel means 'express wonder and awe'. eg When I first saw the Pyramids, I marveled at them, It does not seem a suitable word in your example. How about the verb ' revel'?
